Unable to enable Mod Security

I've been trying to update mod_security to enable but everytime i update it disables the sites mod_security.

Sorry for the issues with enabling Mod Security. Typically, there are rules that are not affected by the mod security option in cPanel, but the issue of not being to enable Mod Security will need to be addressed by the live technical support team. Unfortunately, we cannot directly that issue from the Support Center. If you have any further questions or comments, please let us know.
