How may I change the PHP configuration?

I've tried with no luck to change my PHP configuration to the following below. These settings would allow me to import a Wordpress theme demo. Could you possibly assist me?
DESIRED PHP CONFIGURATION:
max_execution_time 60
memory_limit 128M
post_max_size 32M
upload_max_filesize 32M

Hello James,
Thank you for contacting us about changing your PHP configuration. You can change your PHP Settings at any time. Often, you have to make it Recursive, meaning it affects the child folders.
A phpinfo page can help verify the settings have changed.
