Background Image Centered on all Browsers and Screens

I am wondering how to get my background centered on all browsers and all size screens. I have it centered and full screen on IE 11, Google Chrome, and Firefox. On smaller screens, it does not center right. What am I doing wrong?

Hello, Thank you for contacting us regarding centering your background image. It seems that you are on the right track to getting your background to center correctly but you need to put your background image in a div tag so it knows that the background and the table are a container to scale them correctly. There is only so much we can help with as we want to help as much as possible but please keep in mind that we are not able to code your custom solutions for you.
