Sorry to hear your index page is hacked. When visiting the site, I am not seeing any hack code on the page. It appears to be up and running. Were you able to remove the hack code or replace the file?
When it comes to accounts being hacked, especially code, it is definitely up to the account holder to stay up to date and close any holes in the code that could allow attacks.
With CMS programs such as WordPress, Drupal, etc, security releases are made when vulnerabilities are noticed. You will need to update as soon as those come out.
In custom coded situations, you will either need to code the fixes yourself or hire a developer to do so.
Of course server software security is the responsibility of our Systems team and they stay up to date on security issues constantly.
Unfortunately, over 95% of hacks are at the account level (code and database vulnerability).
Backups are your best bet at restoring files after a hack. This way you can replace the hacked files while you go back and fix the issue.
