Hello,

It seems that from the error the file you are trying to open does not have readable or writable permissions. Are you using Apache to run your local web server? Try changing the permissions to 644 for D:\PLESKVHOST\vhosts\lookntaste.in\httpdocs\vqmod/checked.cache.
