new YII installation - cannot run requirements.php

I just used Softaculous to install YII 2.0 on one of my domains on inmotionhosting.com The The Definitive Guide to Yii 2.0 suggests I next run their file: /framework/requirements/requirements.php That gives back an error: Error 403 - Forbidden You don't have permission to access the requested resource. Please contact the web site owner for further assistance. What can I do to run this script or complete the YII installation?
