My website doesn't write arabic

My website doesn't write arabic while I tested it in free hosting and it worked good.
It show any arabic text like this ????????? also I found that someone asked the same question before here "https://www.inmotionhosting.com/support/community-support/website-troubleshooting/trouble-displaying-arabic-text" but I don't know the solution or how to make it.
Please I need help as soon as possible..

Hello, Thank you for your question on Arabic text. You will want to ensure that your default_charset setting in your php.ini file is set to UTF-8. Also, you will want to ensure that your php.ini file is set to recursive so that your settings cascade down through your entire site. Give that a try and then check the pages that should have Arabic. If you are using a Content Management System, such as Joomla, Drupal, WordPress, etc, check to ensure they have no setting that overrides your php.ini file. If so, be sure to make that UTF-8 as well.
