charge different taxes (inter)nationaly

My company has resellers linked to our webshop.
If an order comes from the country assigned to a reseller, the order goes automatically to him, but if they don't have a product the order comes to us. In this case if the order goes to him, he has to charge tax, but if it comes to us, we don't want to charge tax.
What is the simplest way to configure this in opencart?

Hello, Thank you for your question on reseller tax configuration in OpenCart. The feature you explain is not within the norms of default OpenCart behavior. You will want to check and see if there is an extension that has this feature. If not, you may want to check into an OpenCart developer that can create this as a custom feature.
