How to create Bold Grid columns, rows

How do I create the blue column and yellow region < not sure region is correct word. Orange rows pop right up when starting a blank page, yet they aren't streatch-able. Perhaps a orange/blue/yellow buttons in the tool bar/ and or how do i create these on a blank document???
