Thank you for contacting us about exporting a database. Here is a link to our guide on Exporting a PostgreSQL database with phpPgAdmin. This will let you export the database directly from cPanel.
If you are connecting remotely, ensure you have setup a remote connection by adding your IP address to the Firewall.

Unless the database is actually empty this is not typical behavior. I recommend contacting Live Support so they can test within your specific account and correct any issues.
