How to send a mail along with url passing id value?pls help me

i have a task to completei using PHP. and the task is : i need to send a mail asking a question for particular user ID which is stored in DB in the form of URL. by clicking the link the user has to type the answer and click send.when the user send the answer it should be stored in the DB as a answer for that particular user_id.
could anyone pls suggest a code..am a beginner.
