why I can't upload an under construction page at my new domain

Hello, Sorry for the problems in starting your site and uploading an under construction screen. Per your account notes, it appears that you just registered the domain name so you need to wait on propagation time before you can access the site with FTP using your domain name. However, you can access your site using the file manager. You can then upload an under construction page. Check out this tutorial for more details.
