Thank you for your question. This type of error usually occurs when a necessary folder is deleted, for example: /etc folder.
To fix the problem, you can recreate the missing folders, be sure to set the permissions correctly. Our guide on Changing file permissions includes the common settings:
public_html - 750 Folders - 755 CGI and Perl scripts - 755 .html .php and other Document Types - 644

When i go to create new email account it's downloading and nothing happens.
