Joomla 3.x - Can't Re-Order Menu Items

The menu items display on the site in the order they were created rather than the order I want. The admin menu manager shows the items in the User defined order that I did, but not on the website. What am I doing wrong? (going crazy)

Hello heidizroberts,

Thank you for your question about your Joomla! menu order. Have you cleared your web browser history, and cache? Do you have any server-side caching setup? If so, you may need to clear the server-side cache as well.
