How can I build the additional temporary account for our coder to have cPanel / phpMyAdmin access with admin permissions.

Hello, It is not possible to build a temporary account to give a developer access to your cPanel with admin permissions. However, you can provide FTP and database access that will provide enough access for your developer to complete their work. Please see Giving Your Developer or Designer Account Access for details.
