Cron job not running

I have a cron job (lcalcron) that has been in place and running for years. It quit running with the last major update that was done. I have tried to fix the issue, but not sure where to turn. I tried to turn on error logging, but it is not producing and information in the errors. When I run it myself, it runs fine. So I have nothing to go on.

I assume it is something to do with security tightening up. I need help to get this working again. Thanks.
