how do I make the background image fixed?

I'd like every page of my website to have the chosen background image be fixed and not moved when the user scrolls down the page. I've tried selecting "Fixed" under "background effects" in customize mode, but this doesn't seem to change anything.

Hello,

Thanks for contacting us about your making your background image fixed, We would be happy to point you in the right direction, Are you using a CMS for the site, If so could you tell us what CMS/Theme you are using and provide us a link to the site so we can take a look and see if we can see what CSS is causing the scrolling background?
