Error 406, fixed it now it is back

I just started my website. Uploaded files to the site. My app tried to download and I received error 406. I turned off Mod Security which fixed it. I could now download all files. I made a change to one of the files and uploaded it again. Now I am getting error 406 again when my app tries to download that file.

Hello, Thanks for contacting us about your 406 error. A 406 error is a ModSecurity error so something in the code of the site or the code being uploaded is being blocked by a rule in your ModSecurity. If you have access to the apache error logs you can review them and see the particular rule that is blocking your upload and you can exclude that specific rule.
