Why I cant enable "Force HTTPS Redirect"
I already have SSL certificate configured and its working but I cant force the https redirect

That is unusual: it may be related to a cPanel configuration or have something to do with the DNS. Don't worry! You can still force to HTTPS manually by editing the .htaccess file (make a backup copy first), or using the Really Simple SSL Plugin (if you are using a WordPress site).
