I created my new site [...], and I received the creation confirmation message. but the site is not working.

For your privacy, I removed the domain from your post after I checked it. I looked up the domain you provided and it appears that the domain has not yet been registered. You may have created the site on cPanel, but you still need to register the domain for it to be accessible by the rest of the internet.
