If you're using some other method to build your site, then can find a similar application to build your site with a different domain name and then migrate it while changing the domain name for you. Or you change the HOSTS file for you computer in order to build the site with a different domain name. This affects ONLY the systems where you have made the HOSTS file change and allows you to use the domain name of your choice for the site in construction.
Note that Softaculous staging option works with different CMS's, but you will need to review the option to see if it works with your choice of application for building your new site.
Whatever your choice, these options allow you build a site while allowing you replace your existing site when you're ready to replace
