Why should I have a dedicated IP address?

I am really green regarding hosting and the myriad of details.  I purchased an SSL and now on the window to upload it, I am given no choice but to pay for a Dedicated IP Address.  Why do I need a Dedicated IP address and why do I not have a choice? 

Does this have anything to do with the SSL?
