Why can't I access the title page

I want to edit the background photo, tag line and box placement, but can't see the title page.  Is Chrome the best browser to use in setting up the website?

There are times when a plugin, theme, or other change affects how a website works with Firefox, Chrome, or other browsers. The best browser for what you're doing can be affected by browser config and extensions as well. Can you share more info on your issue - CMS (WordPress, Drupal, etc.), steps you've trying, etc., and other applicable info?
