domain transfer to inmotion - paypal payment not accepted

I am attempting to transfer a domain to inmotion and paying via Paypal.

I choose Paypal and agree to the terms of service, and click submit.

It doesn't work, and I am asked for payment info again, and to click submit.


Why can't I use Paypal?
