Best Place to Set an Environment Variable for a phpBB Extension

I want to define an environment variable that will be exposed to PHP for a phpBB extension, as described here.  I'm running a Managed VPS (CentOS).  There are several configuration files that pertain to Apache - what is the appropriate place to do a SetEnv for this variable?
