Since you mentioned WHM, I'm assuming you have a VPS hosting account with us. Unfortunately a license for Softaculous is not included with our VPS and dedicated server packages.
You can purchase a license for Softaculous and have it available on your server for either ($50/Year), or ($5/Month). If you'd like to go ahead and have this added to your server you can simply open up a support ticket with us letting us know which billing you'd like, either yearly or monthly.
