Hello David Wald,
The Premium Website Builder does have a registration style module/page, however that is more for registering for a newsletter or other opt-in product.
The builder does not have the capability to create a member's only area or the ability to create groups. This type of script takes something like the php language with a database backend. There are, however, many scripts like this around the web that you can integrate into your site by installing it into its own folder, then simply creating a link to it in the builder.
