Genesis Parent Theme/Balance Child Theme

I am having trouble with my Wordpress blog. I think there is a database connection problem. It happened a couple of months ago and it was resolved, but it seems to have cropped up again.

I cannot change my blog's appearance - color, layout etc. because the settings don't get saved. I click save, and the page goes blank.

The technician I just spoke to now says that it seems to be an issue within WordPress, or it could be within my theme (Genesis, the parent theme). The Genesis people keep telling me it's a database error and the issue is not at their end. So I guess it's time to ask a Wordpress developer if they have any ideas?

The inMotion tech I spoke with a couple of months ago seemed to fix the problem, so I don't know what to think. Any help would be appreciated!

Kind regards,
Mandy
