This depends on the type of access you're trying to allow. For example, your account has a password for the Account Management Panel (AMP) which is a separate login that gives access to account billing information and also provides contact information between you and the hosting company. The other access you can give is to the Cpanel - which gives access to the Website, its database, the files and email. You can also setup software applications such as Wordpress or Ecommerce programs (e.g. OpenCart, Prestashop), and these programs have separate user management built into their management systems. The hosting account only has access through AMP or through Cpanel. You can also limit access to accounts by setting FTP and database access. An article on this issue can be found here:
