How to remove a dedicated IP to downgrade a dedicated server?

The company I work for wants to downgrade a dedicated server to a simple hosting plan because we want to update our main AD tools website and host it on a custom server (here, at InmotionHosting).
Already tried to work it out with Tyler, one of your agents, however the billing department could not find a solution for why the IP address can't be removed. We want to avoid paying $48/year since we migrate the website which is left on the current server to a shared hosting.
Any suggestions, please? Days a passing, the server is up, money is being wasted.

I had to do a little digging, but I did find your account and it appears that the move occurred. I'm not sure if it corresponds to what you are referring to in this question.
