Mail delivery failed

I received a Mail delivery failed: returning message to sender email with the following SMPT error:
>... H:M12 [198.46.81.132] Connection refused due to abuse. Please see http://mailspike.org/anubis/lookup.html or contact your E-mail provider.
I've sent emails to this perrson before and they've worked.
