How do I set up OpenCart to accept international orders?
And once I do that, what shipping option can I set up that allows me to quote shipping before processing?

Thank you for your question. Here is a link to a our guide on creating a Geozone in Opencart. Once a Geozone is setup, you can assign a shipping method, and a tax rate to it.
