We have ebooks and offer a monthly membership to have access to our ebooks, can we setup opencart to make our site a membership based site, they would have to login in order to download product. We charge a monthly fee and they have access to 5-10 downloads per month.

Hello Mightypete, You would probably need to incorporate an extension in order to add some of the functionality. For more information on extensions please go to our article that explains extensions and modules. Using the extensions allows you to add more funcationality, and this may already be available, but you will need to review the modules and see if one meets your needs.
