How Do I Fix PHP Mail Function for My Website?

I put an enhanced, wordperfect, version of my webpage on line (www.centerforchinesemedicine.com) but it doesn't accept mail sent to it, or email addresses left on it.
We get the 'Failed to send your message. Please try later or contact the administrator by another method"
My web designer doesn't understand why it isn't working on your end.

Hello, Sorry to hear that you're having problems with the server sending emails with phpmail (using the Wordpress plugin). I had to do a little research on what's happening on the server and I'm seeing the following errors in the Apache server error log: [Tue Oct 22 15:41:36 2013] [error] [client xx.xx.xx.xx] The Zend Engine API version 220060519 which is installed, is outdated., referer: http://www.centerforchinesemedicine.com/phpinfo.php [Tue Oct 22 15:41:36 2013] [error] [client xx.xx.xx.xx] , referer: http://www.centerforchinesemedicine.com/phpinfo.php [Tue Oct 22 15:41:36 2013] [error] [client xx.xx.xx.xx] Zend Guard Loader requires Zend Engine API version 220090626., referer: http://www.centerforchinesemedicine.com/phpinfo.php We spent a little time trying to see if the PHP version being used on the server had any effect on this problem, but we could not resolve it. Therefore, in order to proceed with the issue -since you provided your domain name, I will initiate a support ticket for you. It will need to be reviewed by our systems people, since it's possible that the problem has to do with support files on the server.
