cannot use php 5.3

I want PHP 5.3, my server is stuck on 5.2
Using the PHP Configuration box from cpanel, I get this error message:

PHP Configuration
You are currently unable to use this feature because of a possible permissions issue. Please ensure /home/account/.htaccess is writable

Current: PHP 5.2
System Default: PHP 5.3

Hello, Thank you for your question today. This is likely due to the code in the .htaccess file located in your home folder. Unfortunately I do not have enough information to locate your specific account. You can, however, use your cPanel File Manager and ensure that your .htaccess files are using permissions of 644. You can change the permissions directly from the File Manager. Kindest Regards, Scott M
