If you follow the steps in my recent reply you may able to resolve the issue of no Add New button under Plugin. The answers come directly from the WordPress codex. Additionally, it is not clear if you are accessing the Administrator dashboard as an Administrator user or not. Make sure that your user has the appropriate access and the button should appear when you login.

Sorry for the problem with the WordPress Add New button not showing for your plugins. If you're logged in as an admin and this is happening, then I would recommend going to the WordPress Updates page in the Administrator Dashboard and clicking on the Re-install Now button for the latest version of WordPress. If that doesn't help, then you may want to check for JavaScript conflicts.
This is from a moderator on the WordPress support page regarding this issue:
If that does not help, try – MANUALLY updating. Download WordPress again and unzip it. Access your server via SFTP or FTP, or a file manager in your hosting account’s control panel (consult your hosting provider’s documentation for specifics on these), and delete then replace your copies of everything on the server except the wp-config.php file and the /wp-content/ directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings. Please read the Manual Update directions first.
Backup: If you haven’t already done, always backup everything (including your database) before doing any actions, just in case something really goes wrong. You can never have enough backups!
