obtaining additional dedicated IPs

I have Dedicated Hosting Service, but I do not see either "Request Dedicated IP" or "Change a Site's IP Address"...

When I signed up, I read that the Elite Dedicated Hosting Service could have 12 IPs total.

Please let me know how I can go about obtaining additional dedicated IPs so I can assigned them to my other domains.
