New website creation on your site

want to build site, when we signed up, i thought i understood that you had a website building tool, i can't find. we are a non profit on a very thin budget and i can't afford to pay extra each month for another software . it seems that any software i use costs $'s each month? it's very simple website and i just want to get something up and then go from there. where do i start from your website thanks.
