Transferring from old domain to new domain

I had a domain expire and I didn't see it expired until it was too late.  It got snatched up by someone else and I bought a new domain through namecheap.  I know i'll need to setup the domain zone control stuff for that, however, i can't even seem to login to the site even using the ip?  When I'm on the AMP Control Panel and go to 'Account Technical Details', I see a number of URLs including the Temp URL, I would assume this would be similiar to going to what the domain would have been. I'm simply trying to login as wp-admin without the domain. How can I do this?  And is there a guide for moving from one domain to another domain?
