Email delayed when sending sometimes

I got this error "Messages from 216.194.164.137 temporarily deferred due to unexpected volume or user complaints" when I  sent a group email to about 15 recipents.  5 email addresses returned with this error. I don't know what this means nor how to troubleshoot it.
