Error logs and performance stats

About 2 weeks ago I came across my site, which was not operating for about 10 minutes giving an " error connection refused". Not sure what that was about, but it made me concerned.
Is there a log on cpanel where I can view any incidents of my site being down or having errors logged?

Some error logs are provided by cPanel, while others may be accessed via command line. However, which logs you will check depend on the error.
