Some file types can be changed simply by renaming them as long as they are coded correctly. For example php, html, and txt files can be renamed to one another. This can vastly change the behavior of the file, however.
Other file types such as video, audio, and image files cannot simply be changed. They would need to be recompiled into the new format via some type of program.
