PayPal 200 Reauth error

I have an X-Cart 5 website. Some customers are having issues placing orders through the website. I believe it happens when customers try to place an order with the credit/debit card payment option. We use PayPal Payments Standard to accept credit cards. I checked the PayPal log I noticed this response frequently shows up:

If there is no correlation, then it's always possible that the issue is occurring from the customer's side. Are you able to duplicate the problem in testing? Is there any way to test with your PayPal account? You may need to look at your Paypal documentation to determine if you have any way to test the Paypal account to pinpoint a recurring error.
